In 1938, a cache of House records turned up in the Capitol's attic. These documents told the story of the earliest days of Congress, and were mistakenly thought to have been burnt by the British in 1814. They included a colossal, scroll-like petition, visible in the lower-right corner of this photograph. Signed by more than 50,000 members of the public, the dramatically long record was mounted on a wheel.
