By the time this 1913 photograph was taken on the steps of the Capitol, Perry Belmont had been out of Congress for more than two decades, but he was still a player on the Hill. From his mansion on New Hampshire Avenue in Washington, DC, Belmont spearheaded a successful effort for campaign finance reform. In this photograph, however, he perhaps had his mind on other matters, judging from the cruise brochures in his hands.
