The Philippine Islands were a United States territory from 1898 until 1946, and Manuel Earnshaw served as its Resident Commissioner in Congress for two terms beginning in 1913. Born and raised in the Philippines, he trained as an engineer and built the largest shipyard in his homeland. This photograph shows Earnshaw at the time of his election, a prosperous businessman ready to take on a statesman’s role.
