This formal photograph of Pablo Ocampo was made in 1906, a year before he and Benito Legarda became the Philippine Islands’ first Resident Commissioners. The islands were a United States territory from 1898 until 1946, and Resident Commissioners served as nonvoting Members of Congress. Ocampo trained as a lawyer, edited a newspaper, and served as a representative in the Filipino Parliament. In this photograph, he appeared as the successful lawyer and law professor that he was, with a high collar and a double-breasted suit.
