When this photograph was taken, amplification was brand-new in the Capitol. These workers were adjusting “birdcage” microphones at the Speaker’s and Reading Clerk’s desks. The equipment had been designed especially for the House Chamber’s legendarily bad acoustics. The system’s creators bemoaned the “highly reflecting marble walls and the shape of the auditorium,” echoing the complaints of Members since the Chamber opened in 1857.
