Lithographer Philip Haas emigrated from Germany in 1834, and established himself as a lithographer and publisher in Washington. His prints of the Capitol, of which this is one, were among his most charming. He drew heavily on the conventions of depicting the Capitol’s East Front, which in many instances were from the same vantage point, and included horse, rider, and pedestrians in the foreground. A pair of flags above the House and Senate wings, however, was Haas’ innovation.
