By the 1970s, hand fans that honored all of the African-American Members of Congress were getting crowded. Since 1960, African-American presence in the House had grown fourfold. This fan provided churchgoers with 16 examples, from Charles Diggs, who had been representing a Michigan district for more than 20 years, to newcomer Harold Ford of Tennessee.
