“It’s about done, but it tastes a bit fishy.” In this scene, Sol Bloom (right) offers Hamilton Fish a piece of his birthday cake as Speaker Sam Rayburn looks on. The quotation on the top of the cake refers to the Lend-Lease Act which was signed into law on March 11, 1941, ending the neutrality of the United States in World War II by supplying the Allies with material goods. Bloom and Fish, both Representatives from New York, were adversaries regarding this issue, but able to ham it up off of the floor.
