John Mica was the 17th Chairman of the Committee on Transportation and Infrastructure (and its predecessors) whose service was commemorated in an official portrait. He presided over a committee that gathered under its wings responsibility for a wide range of public works. By the end of the 20th century, legislative reorganizations had reassigned oversight for rivers and harbors, public buildings, and other interior improvements to the committee.
